    NOTICE OF ELECTION
    SCHOOL DISTRICT OF BLACK HAWK
    APRIL 6, 2021

    NOTICE IS HEREBY GIVEN, that at an election to be held in the School District of Black Hawk on Tuesday, April 6, 2021, the following question will be submitted to a vote of the people:
     

    "Shall the School District of Black Hawk, Lafayette and Green Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $14,225,000 for the public purpose of paying the cost of a district-wide school building and facility improvement project consisting of:  construction of additions for academic space, a multi-purpose gymnasium and a secure entrance and office; renovations to and removal of a portion of the current school building; site and capital maintenance improvements and ADA compliance updates; and acquisition of furnishings, fixtures and equipment?"

     

    A copy of the entire text of the resolution directing submission of the question set forth above to the electorate and information concerning District boundaries can be obtained from the District Clerk at the School District offices located at 202 East Center Street, South Wayne, Wisconsin.

     

    Acceptable photo ID will be required to vote at this election.  If you do not have a photo ID you may obtain a free ID for voting from the Division of Motor Vehicles.

    NOTICE IS HEREBY GIVEN that the School Board of the above‑named School District, at a meeting duly called, noticed, held and conducted on January 11, 2021, adopted an Initial Resolution entitled:

    INITIAL RESOLUTION AUTHORIZING
    GENERAL OBLIGATION BONDS IN AN
    AMOUNT NOT TO EXCEED $14,225,000

    Said Initial Resolution was adopted pursuant to the provisions of Chapter 67 of the Wisconsin Statutes to authorize a borrowing in an amount not to exceed $14,225,000 through the issuance of general obligation bonds of the District for the public purpose of paying the cost of a district-wide school building and facility improvement project consisting of:  construction of additions for academic space, a multi-purpose gymnasium and a secure entrance and office; renovations to and removal of a portion of the current school building; site and capital maintenance improvements and ADA compliance updates; and acquisition of furnishings, fixtures and equipment.

    Copies of said Initial Resolution and a detailed breakdown of the school building and facility improvement program to be financed with the proceeds of the proposed Bond issue are on file in the District Office located at 202 East Center Street, South Wayne, Wisconsin and may be inspected weekdays except holidays, between the hours of 9:00 a.m. and 4:00 p.m.

    The School Board has called for a referendum election on the Initial Resolution to be held on April 6, 2021.

Tracing Information (COVID-19)

It has come to my attention that it may be beneficial to share some information about what is involved in contact tracing. Once we are notified by either the county, an individual, or a family of a COVID-19 positive person we start the contact tracing. The parameters for contact tracing is that we need to start two days before a person became symptomatic. It is very possible that a person did not have symptoms while they were present in the school building or at a school function.

The first thing we do is identify when the person became symptomatic, so we can identify the date we need to go back to begin the contact tracing. We then review the classes and activities the person may be involved in. After identifying the activities, we identify what staff member was in charge and could identify close contacts. The person identifies any other person that would have been within 6 foot of the positive person and then we look at the whole day and assess if the total time of exposure would be 15 minutes or more. We then create a list of all close contacts.

Once a list is created and reviewed, we connect with the county health department to review the contacts and create a plan to mitigate further risk. I then call each person’s family who is considered a close contact. The county follows up with a contact as well.
